Based on your description, OneNote tags are not consistently appearing in the Tag Summary page. Tagged notes only show up after manually searching the text and refreshing results, and additional tags appear one by one instead of all at once. You want all existing tags to automatically appear in the Tag Summary so you can easily find notes across multiple notebooks.
