Hi Ken Sands,
Welcome to Microsoft Q&A!
I understand how frustrating it must be to be stuck in a boot loop, even after trying to boot with installation media. Just wondering, have you tried the steps suggested by Q&A Assist yet, and if so, what was the result? There are also a few other details I'd like to ask to better help with your issue:
- Did you use the normal Windows recovery drive or the Surface GO 3 specific one?
- Which steps did you try to open the UEFI menu? Was there error message/anything on-screen?
While waiting for more clarification, I have a few suggestions to add. You can check them out on top of the other solutions. Perform each step below in order (it can take some time):
- Disconnect the charger and leave the Surface looping until the battery fully drains
- After the device shuts off on its own, leave it there for at least 30 minutes
- Make sure everything (mouse, keyboard, etc.) is disconnected.
- Connect its original charger + plug to the wall outlet.
- Immediately try Volume‑Up + Power to enter UEFI again.
- If that doesn't work, turn off the Surface completely once more time.
- Insert the official Surface recovery USB > hold Volume-Down and press Power.
- Keep holding Volume‑Down until you either see spinning dots or the recovery screen.
If you identify this as a hardware failure, there would be further Windows troubleshooting steps applicable here. At that point, physical service or repair is required.
