Hardware Developer Program Enrollment Blocked: "Microsoft runs on trust"

Hi All,

I am attempting to register for the Microsoft Hardware Developer Program. However, my application was blocked by the automated system with the following error message:

"Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft support with reference number: 715-123225 ..."

Because the enrollment was blocked at this stage, when I log in to the Partner Center, I see "No workspaces". I am unable to access the "Help & Support" creation tool inside the dashboard to submit a ticket for help.

Please advise on the next steps.
