Identity valudation looping "In progress"

Good day,

I am doing an identity validation on behalf of a client for signing his test app so it will not trigger smartscreen. I fall into a loop where it continues to ask for documentation to prove the request while I already appended offical letter from the CEO giving me the rights to open this on his behalf.

How can I fix this?
