It turns out that putting in the correct information when prompted did not change the settings. Tech support from MS solved it by changing the setting in a different way. Sorry I can't tell you exactly where to change it. But it involves changing the setting in the program, not when prompted when opening outlook. It took 3 sessions with tech support but they finally figured out the problem.

Thank you for reaching out to the Microsoft Q&A forum.
If you’re trying to add a DreamHost IMAP account in the New Outlook and it fails with “Something went wrong with this account setup,” please go through the checks below to narrow down the cause:
1. Confirm the account works outside Outlook
- Sign in to DreamHost webmail.
- Make sure you can send and receive emails there.
- If webmail works, the mailbox itself is fine.
2. Try adding the same account in Classic Outlook
- Switch off “New Outlook.”
- Open Classic Outlook.
- Add the account using manual IMAP settings.
-> If it works in Classic Outlook but fails in New Outlook, this strongly indicates a limitation in the current New Outlook IMAP implementation rather than a DreamHost server issue.
3. Use Manual Setup in New Outlook In New Outlook:
- Choose Advanced Setup
- Select IMAP
- Use the following settings:
+ Incoming (IMAP) + Server: imap.dreamhost.com + Port: 993 + Encryption: SSL/TLS
+ Outgoing (SMTP) + Server: smtp.dreamhost.com + Port: 465 (SSL) or 587 (STARTTLS) + Authentication required + Username: full email address + Password: email account password
4. Check authentication settings
- Make sure you’re using the full email address as the username.
- If 2FA is enabled in DreamHost, generate and use an app password.
- Confirm IMAP/SMTP is enabled in the DreamHost control panel.
Microsoft has started rolling out third-party and IMAP support in New Outlook, but this functionality is still evolving and may not work reliably with all IMAP providers yet, you can find those information in here: New Outlook for Windows. If everything works in Classic Outlook but not in New Outlook, using Classic Outlook is currently the most stable workaround.
I hope this helps clarify the situation and resolve the issue.
