Based on your sharing, you are currently in Settings > Mails in the New Outlook settings and you only see these items with no "Forwarding" and even "Rules" entry. This means that your organization/administrator had restricted forwarding.
In Microsoft 365 organizations, admins can control/disable automatic external forwarding via outbound spam policies. When automatic forwarding is disabled, rule-based forwarding to external recipients can be blocked. Depending on your tenant configuration/experience, the UI may be reduced, or certain options may not appear (especially for shared/delegated scenarios).
Therefore, for you receiving the most appropriate assistance, I recommend contacting organization administrator and ask for their help regarding this situation.
