account verification issues

my e mail account was deactivated due to account verification issues, I was getting emails from microsoft about the deactivation but was unable to verify my account before the deactivation day so I dont have email anymore, can it be reactivated?

    Can you launch your web browser in incognito mode, then go to https://account.live.com. Does it allow you to sign in? If not, tell me what it says exactly, or tell me what difficulty you ran into.

    There was a version of phishing scam going around not too long ago, claiming user's account would be closed if they dont do xyz, hence I need to make sure this is a real "closed" account.

    If you have recovery info like a phone number or alternate email, try the Microsoft recovery form at https://account.live.com/acsrand provide all details. Microsoft will review it and let you know if the account can be recovered. If they cannot verify you, the account is permanently closed and you will need a new one.
