We're trying to scale from D4ds_V5 to D8ds_V5 on our PostgreSQL Flexible Server in East US. It fails with this error:
Capacity is not available in this region/zone. Please retry after some time. (Code: CapacityNotAvailable)
We're able to create a brand new D8ds_V5 in this region without a problem, but application complexity means we can't move production to a new database server easily.
I tried to log a ticket with Microsoft, but they suggest articles that do not apply and then send us to Microsoft Q&A rather than be able to raise a ticket.
