In Microsoft 365, only your organization’s admin controls spam filtering. If emails are blocked due to suspected spam, the admin must review the Anti spam policy and Quarantine in the Microsoft 365 Defender portal. The mail flow and filtering settings are managed at the tenant level, so users cannot override this themselves. The admin needs to adjust the spam policy or allow the sender to stop the blocking.
