authenticator app isn't able to restore the old data

got a new iPhone and now the authenticator app isn't able to restore the old data. The only thing it syncs is the password, not 2fA stuff.
I have so many accounts protected with ms 2fa and now all are lost. please advise. my old iPhone is already wiped.
