All my files are listed as "read only" and the message I get says "unable to write to that directory"

Hi! Sorry to hear you’re having this issue. Could you please confirm whether the files are stored locally, on a network location, or in the cloud? If they are not stored locally, please try copying one of the files to local storage and check if the issue still occurs. Also, does this happen in one specific app or across all apps?

Hi! Have you reviewed the options available in here:

You can also test a clean boot in case a third-party app is causing the issue:

Press Start, type msconfig, and open System Configuration.
Go to the Services tab.
Check Hide all Microsoft services.
Click Disable all.
Go to the Startup tab and click Open Task Manager.
In Task Manager, disable all Enabled startup items.
Close Task Manager, click OK in System Configuration, and restart the PC.

To better understand the scope of the issue, could you please clarify:

Does this happen with files in a specific folder (for example Documents or Desktop) or with all folders on the system?
Are you signed in using an administrator account on this Windows Home device?

I am signed in as an administrator and it happens to all my files, desktop, documents. I even tried to use a USB device and added an external hard drive

Thank you for your information you provided. You can try the steps to troubleshoot the issue: Option 1: Check folder permissions

Right-click the affected folder

Select Properties

Open the Security tab

Confirm that your user account has Modify and Write permissions

Option 2: Remove read-only attribute at folder level

Right-click the affected folder

Select Properties

On the General tab, uncheck Read-only

Click Apply and choose Apply changes to this folder, subfolders, and files

Option 3: Confirm available disk space

Open File Explorer

Select This PC

Ensure the system drive has sufficient free space

Option 4: Test with a new local user account

Open Settings

Go to Accounts

Select Other users

Add a new local user account

Sign in to the new account and test file access
