Please clarify the conflicting information regarding permission to use the free tier of Azure Speech for commercial purposes, such as narration of a YouTube video.

Hello everyone,

A moderator kindly replied that the free tier is a pricing tier and not a separate non-commercial license, and therefore it can be used commercially.

However, when I reviewed Microsoft’s official Product Terms at the following link: https://www.microsoft.com/licensing/terms/productoffering/MicrosoftAzure/MCA

I found the following statement:

"TTS Service output use rights: For Customers of the paid tier TTS Service only, Customer may use the audio output of prebuilt neural voices generated using the TTS Service, including for commercial purposes."

This statement appears to restrict commercial usage rights to customers of the paid tier TTS Service only, which seems to contradict the answer I received on this forum.

I am therefore confused and would appreciate clarification. Can the Free Tier F0 of Azure Speech Studio, which provides a limit of 500,000 characters per month, be used for commercial purposes such as narration of a YouTube video?

    To use Azure Speech Text‑to‑Speech audio commercially (e.g., YouTube narration, you must provision and use a paid Speech resource (Standard/S0 or pay‑as‑you‑go. Do not rely on Free (F0 for commercial output rights. The Product Terms grant TTS output commercial use rights to customers of the paid tier only; the Free tier is a pricing allowance for evaluation/testing and does not carry those output use rights. microsoft.com - https://www.microsoft.com/licensing/terms/productoffering/MicrosoftAzure/MCA

    Sorry for trouble from previous thread.

    We should use Paid tier for commercial purpose are you pointed out in product terms document.

    Additionally, generating narration with Free tier quota is not viable for commercial uses. You will face rate limits most of the time.

    Attached pricing documentation for reference.

    You can select East Us /East US region to find the quotes.
