Unable to add PC to Microsoft Account

Recently reinstalled Windows 11 Pro on my Lenovo Legion Pro 7 laptop. I am able to access my Microsoft account, but cannot add the laptop to devices. Toggled location services off/on. Switched to local account and back to Microsoft account. Tried registering via Command Prompt. Still cannot add device. Serial number - PF5PCXF6. Also cannot join Windows Insider Program.
