To check the issue, first confirm how you are transferring the photos, either through iCloud or by using a USB cable?
Make sure your iPhone is unlocked and tap “Trust this computer” when you connect it. On your iPhone, open Settings, go to Photos, scroll down, and change “Transfer to Mac or PC” to “Keep Originals,” because using “Automatic” can prevent the Windows Photos apps from detecting new photos. On your PC, install the latest Windows updates and reinstall iTunes for Windows from Apple’s website so the Apple Mobile Device Support drivers are correctly installed, as the Photos apps depend on these drivers to read your iPhone. If the issue continues, restart both your iPhone and PC, then check whether your photos are stored only in iCloud. If they are, download them to your iPhone first or import them through the iCloud for Windows app instead of using a cable.
