My account has been hacked and they have accessed everything! how can I speak to a human at microsoft!?

My email address has been hacked and theyve accessed so many accounts. Theyve wiped all the money from my PayPal, tried making payments through my bank and other websites (shein etc) Ive cancelled my cards, spoke to the bank, spoke to paypal, spoke to action fraud but I really really need to speak to somebody at microsoft about the emails and cant! Every account they have accessed whenever I go on to reset my password they convert the email to the threatening one they are bombarding me with and I cant change anything to stop them trying to spend my money!

please can somebody help Im desperate!
