Hi! Currently, there is no regular public option to submit your photos directly to be featured on Bing Wallpaper or the Bing homepage image. Microsoft has used Bing images through curated and licensed sources, and while there is a way to upload photos for some Bing local/place listings, that is different from being selected as the daily Bing Wallpaper image.
That said, Microsoft has sometimes opened special opportunities in the past, such as Bing photo contests where users could submit images and winners were featured on the Bing homepage. Those were limited campaigns rather than a permanent submission program, so the best option is to watch Bing or Microsoft announcements in case they activate something similar again
