Regarding "Planner 3 and MS Project," did you mean "Planner and Project Plan 3"?
About the "third party managing our subscriptions," do you mean that your subscription was purchased through a partner rather than directly from Microsoft? If so, may I ask: are you the one who manages the Admin Center, or do they?
If you are the one managing it, does that mean you purchased the Planner and Project plans directly within the Admin Center yourself?
If that is the case, the only component that can be downloaded is the Project Online Desktop Client, and it only appears for individual users, not at the tenant level. This means you would purchase the "Planner and Project Plan 3" license and assign it to a user; that user then goes to office.com > Apps > All apps > Install apps to download it.
So please help me answer questions above and help me check if you assign license to users who need to you this license.
