Accessing my old emails, getting into my account.

I cannot get into my Outlook account when I switch on my PC. I have to first go into Google, type in Microsoft Outlook and then I am permitted to enter. When I enter my Microsoft password, it tells me that there is a technical problem, and I cannot proceed. Why is this so? Also, it does not display any of my previous emails- nothing in my inbox, outbox or send. Please help/ Thank you. [Moderator Note: Personal Info Removed]
