Billing Country affects Eligibility:
Yes, it can. Your startup must be headquartered in a country where Azure services are available. Nigeria is generally supported, but if you encounter a country-specific block during sign-up, you may need to raise a support request through the Microsoft for Startups portal to get it reviewed.

The initial $1,000 credit is available with no application. You just sign up at microsoft.com/startups with your personal MSA and set up your Azure account. Credits are automatically applied to your new Azure Sponsorship subscription. If you're applying for the additional $5,000 (via business verification), verification may take up to seven business days.
