I can see that you want to know where you can purchase perpetual Publisher 2021, since Publisher is retiring.
Based on my searches, currently, I didn't find an official product page for a separate perpetual Publisher. You may need to purchase Office Professional 2021 which include the perpetual Publisher. You can find the product here:
About your second question, renewing Microsoft 365 in June 2026 would still let you use Publisher up to the retirement window in October 2026, but your subscription renewal does not extend Publisher past that date. Microsoft 365 subscribers will no longer be able to open or edit Publisher files in Publisher. Until then, support for Publisher will continue and users can expect the same experience as today.
