The message indicates that access to those Help features is being blocked by an organization-level policy, not by a local Windows service that can be restarted.
Office LTSC 2024 uses the same policy infrastructure as Office 2016/2019/2021 (major version 16.0). Feature availability is controlled by Group Policy settings stored under these registry paths:

An administrator in the organization can use Group Policy (or another management tool) to restrict features such as Help, Contact Support, or Training. When such a restriction is in place, Office shows a message that the command isn’t available and that the administrator turned off the service required for the feature.
To re-enable these Help commands, the controlling Group Policy setting must be changed or removed by the organization’s IT administrator. End users cannot override this from within Office.
If this is believed to be in error or the feature is needed, the next step is to contact the internal IT/help desk and ask them to review the Office feature restriction policies applied to the device or account.
