User can't view shared calendar

A user I have has been invited to view a calendar and when she clicks the accept button to view it appears empty despite the calendar having many events. When the calendar is shared on outlook and has the box checked for the user to edit, they are switched to reviewer status in the properties. Further investigation finds that when it is shared on outlook online they are seen as a user within the organization and as a user outside the organization. What should be my steps to resolve this issue.
