SCCM - Failed to Create 1 Settings Policy

Hey everyone!
Got a little of an interesting issue happening. I am pushing 25H2 and utilizing Delivery Optimization to let it flow faster. I have some clients that I believe are not getting their client policy to enable Delivery Optimization on the client-side. When taking a look at the policypv log it shows "Failed to Create 1 settings policy" I've attached the log, should anyone want to take a look at it. policypv.log
Any suggestions would be helpful!
Also, as a backstory to this, we are utilizing Delivery Optimization as a push over wireless seems to be failing intermittently. Would rather not have to collect all my machines and reimage them, this is the error we are getting in SCCM -
