    Hi Fred Brown,

Welcome to the Microsoft Q&A forum.

Thank you for reaching out. I understand how frustrating it can be when a new Windows 11 device won’t activate or add correctly. Here are some quick checks that you can try to resolve this:

    1, Check activation status

    • Go to Settings > System > Activation
    • Confirm whether Windows shows as Not activated and note the edition (Windows 11 Home or Pro)

2, Run the Activation Troubleshooter to automatically fix common issues such as license detection or edition mismatch

    • In Settings > System > Activation, select Troubleshoot

    3, Verify the Windows edition

    • Make sure the installed edition matches your license (for example, Windows 11 Home with a Home license)
    • If the edition doesn’t match, the troubleshooter will guide you to the correct option

4, Use phone activation if the screen freezes

    • Press Win + R, type SLUI 04, and follow the on-screen instructions

5, Add the device after activation

    • Once Windows is activated, sign in to your Microsoft account under Settings > Accounts
    • The device will then be added automatically

If this is a new PC and activation still doesn’t complete after the steps above, the device manufacturer can assist with confirming the built‑in license.

Follow these steps on the new Windows 11 computer to address both the activation freeze and device/activation issues:

    1. Confirm Windows 11 is installed and updated
      • Press Win + R, type winver, and press Enter to confirm Windows 11 is running.
      • Install all pending Windows Updates (this can resolve activation and UI freeze issues). For update guidance, see the links under Windows Update in the activation error article.
    2. Run the Activation troubleshooter
      • Sign in with an administrator account.
      • Select Start > Settings > System > Activation.
      • If Windows is not activated, a Troubleshoot button will appear.
      • Select Troubleshoot and let it run. This tool automatically diagnoses and fixes many activation problems.
      • If prompted with I changed hardware on this device recently, select it and follow the steps to sign in with the Microsoft account that owns the license and choose This is the device I’m using right now, then select Activate.
    3. If the PC freezes on the activation screen
      • Try running the troubleshooter from the Get Help app instead of the stuck Settings page using the built-in entry point: Run the troubleshooter in Get Help from the activation errors article.
      • Ensure the device is online; activation and the troubleshooter require an internet connection.
    4. Check for common activation causes
      • If this is a pre-owned PC, the previous owner may have used the same key on more devices than allowed. In that case, request the original Windows media and product key from the seller. If they are unavailable or still fail, a new product key or copy of Windows is required.
      • If substantial hardware changes were made (for example, motherboard replacement), the existing license may no longer match the hardware. Use the Activation troubleshooter with the linked Microsoft account to reactivate after a hardware change. If Windows originally came preinstalled and the motherboard was replaced, a new license may be needed.
    5. If a digital license is linked to a Microsoft account
      • Make sure the same Microsoft account that owns the digital license is used to sign in on this device.
      • Then use Settings > System > Activation > Troubleshoot as described above. The troubleshooter can detect a valid digital license for a different edition and guide installing the correct edition if needed.
    6. If activation still fails or the device cannot be added
      • If the troubleshooter cannot resolve the issue and no matching license is found, use Settings > System > Activation > Go to Microsoft Store to purchase a new Windows license and activate.
      • If an error code appears (for example, 0xC004F211, 0xC004F213, or 0xC004F212), look it up in the Most common Windows Activation errors section and follow the specific guidance there.
      • If the error code is not listed or the device continues to freeze, contact Microsoft customer support from the activation errors article.

These steps address both activation failures and scenarios where the device cannot be properly recognized or added due to licensing or hardware-change issues.
