Use the available verification and recovery flows and avoid repeating blocked methods.

    1. If the phone number is not usable in the current country/region
      • When prompted to verify and the listed phone number cannot receive SMS in the region, choose an alternative verification method if it is offered (backup email, Microsoft Authenticator, security key, etc.).
      • If the page shows only the phone option and it fails, this can indicate a block or limitation on SMS delivery for that region or number. In that case, avoid repeatedly requesting new codes, as excessive or repetitive requests can cause Microsoft to block sending verification codes entirely.
    2. Check for SMS-related blocks or limitations
      • Microsoft may temporarily block sending codes because of unusual activity, high volume of requests, or heavy compromised traffic from a geographical location. In such cases, codes may not be delivered or the system may keep failing the phone verification.
      • If this happens, wait at least 24 hours without further attempts, and then try again. If still blocked, wait longer (up to several days) before retrying.
      • If the number is VOIP, it will not work. VOIP numbers cannot be used to receive Microsoft verification codes; a mobile phone number is required.
    3. Try another verification method or network
      • If the sign-in page shows Try another verification method, select it and choose a different method already configured on the account (alternate email, Authenticator app, etc.).
      • If the block is tied to the current network, switch between Wi‑Fi and mobile data or try a different network and then attempt sign-in again.
    4. If no alternative method is available and SMS never works
      • If the only configured method is the phone number that cannot receive SMS in the region, and no other method is offered, it may be necessary to wait until the number can receive SMS again or until any temporary block is automatically cleared.
      • Support agents cannot override verification, send codes, or change security info on the account. They also cannot bypass the verification loop for security reasons.
    5. Use the sign-in helper and support options
      • For sign-in issues, use the Microsoft sign-in helper to diagnose the problem and see available options for the account.
      • If still unable to sign in after using the helper and waiting out any potential block, contact Microsoft Support from any other account (even a newly created one) and provide details of the problem. Support can guide through the official recovery and verification processes but cannot directly change security info or send codes.

In summary: stop repeated SMS attempts, try any other verification method or network that is available, wait if there may be a block, and then use the sign-in helper and general Microsoft Support from another account to pursue recovery options. If the only method on the account is a phone number that cannot receive SMS in the region, access may not be possible until a valid method is available or the system allows adding a new method after successful verification.
