Just to clarify first. The merge feature in OneDrive is usually handled by Microsoft 365 (Word for the web / PDF tools). Sometimes the selection does not register correctly in the web interface.
A few quick things you can try:
- Refresh the OneDrive page and try selecting the files again.
- Try using a different browser (Edge or Chrome works best with OneDrive).
- Clear the browser cache or open OneDrive in a private/incognito window.
- Make sure you are selecting the files using the checkbox beside the file name, not just highlighting them.
If issue persists, to help narrow down the issue:
- Are both PDF files stored in the same OneDrive folder?
- What browser are you currently using?
- Does the issue happen if you try in Microsoft Edge?
Also, if possible, try signing out of OneDrive and signing back in, then test the merge again.
