Trying to share Microsoft 365 with a Family Member Who Can't seem to cancel his account

When I send the Family member the share link; that person can only get so far and it will not allow him to further because it states that he already has an account. The issue is that we can't cancel his account which he purposely didn't auto renew so he could share accounts with me. There is no point in two people in the same family having to separate accounts and having to pay two separate amounts when we can share. How DO WE CANCEL HIS ACCOUNT?
