How to unblock outlook email account?

How can I unblock my Outlook account? I am currently not receiving any emails in my Outlook account. I changed my password.

I am afraid I don't have an answer right away but need to gather more information first.

After you changed your email, can you sign into www.outlook.com online via web browser? Can you receive emails there?

If not, can you tell me, does sender receive a bounce back undelivery notice?

If you go to https://account.live.com > Microsoft storage, is your storage full?

If you go back to www.outlook.com > Gear icon (upper right), go to Settings > Mails, can you go through these items:

Rules

If any rules are listed, delete all of them.

Conditional formatting

If anything is set up there, delete it.

Forwarding and IMAP

If you see any entries or settings you did not create, remove them. Turn off POP and IMAP.

Junk

Review Safe sender and blocked list. If you don't recognize any, remove them.
