Power BI requires a work or school email address to sign in. Personal email accounts like @outlook.com, @hotmail.com, or @gmail.com aren’t supported for the Power BI service. Microsoft specifically notes that you can’t use consumer email accounts to sign up. Since you're using a personal Outlook account, that’s exactly why you're being blocked.
The good news is you don’t have to pay for Microsoft 365 just to get access yet. Microsoft provides a simple workaround for people who don’t have a work or school email.
Microsoft allows users without a work email to create a temporary work account by starting a Microsoft 365 trial. When you start the trial, Microsoft automatically gives you a new organizational email (something like [yourname]@[yourdomain].onmicrosoft.com) that works with Power BI.
This new “work” email lets you:
- Sign in to the Power BI Service
- Use Power BI with the free Fabric (Free) license
- Start a trial of Power BI Pro if you need additional features
You don’t need to purchase Microsoft 365 unless you want to keep the subscription after the trial ends.

To start a Microsoft 365 free trial that includes Power BI, you can follow these steps:
- Go to the Microsoft 365 Enterprise Plans page: Visit the Compare Office 365 Enterprise Pricing and Plans | Microsoft 365 section on the Microsoft website to begin the process.
- Select “Try for free” under Office 365 E5: The Office 365 E5 plan includes Power BI capabilities, and choosing the free trial option will start the setup process.
- Complete the guided setup: You’ll be asked to create a new Microsoft account and set up a new tenant. This creates a separate Microsoft 365 environment specifically for the trial.
Note about payment information:
- A credit card is required for activation.
