Start and Settings won't work

I am using a Windows 11 on Dell and recently i cant turn on the start menu or the settings any more. it just not appear for anything on the taskbar (except the search box). And for the settings, it just appear the icon and quit. On the personalization, it appear an error said "This file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page." i couldnt even open settings to do this! So please help me.

    If you are unable to open the Settings app, you are unable to use most of the available troubleshooting steps.

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
