Try using this process to force your device to access the Windows activation servers to get Windows 11 activated.

Open Command Prompt by right clicking its icon and select 'Run as Administrator'.

Run this command and press Enter.

    slmgr /ato

When that command completes, close Command Prompt and restart your device and check if Windows is activated.

The message indicates an activation server or licensing service problem on Microsoft’s side, not a problem with the Surface Pro 8 itself.

To resolve it on Windows 11:

    1. Confirm Windows 11 is up to date:
      • In the taskbar search box, type winver and open Winver to confirm it’s Windows 11.
      • Install all updates via Settings > Windows Update if needed.
    2. Run the Activation troubleshooter:
      • Go to Start > Settings > System > Activation.
      • Select Troubleshoot to run the Activation troubleshooter.
      • If prompted, follow any on‑screen steps and then select Go to Microsoft Store if that option appears, and choose Try again there.
    3. If the error persists for several days:
      • Run the troubleshooter again from Settings > System > Activation > Troubleshoot.
      • If activation still fails and the error code is not one of the documented common errors, contact Microsoft customer support from the activation error page as indicated in the documentation.

If the Surface had a digital license tied to a Microsoft account before the reset, ensure sign‑in with that same Microsoft account, then run the troubleshooter again so it can pick up the existing license.
