    Hi ADMINMT888,

Welcome to Microsoft Q&A Forum! Have a good day and I hope you're doing well!

I’m really sorry to hear you’re experiencing this issue with Outlook, especially when everything else in Microsoft 365 appears to be working fine. I completely understand how disruptive this can be to your work, and I appreciate your patience.

To help me assist you more efficiently, could you please share your support ticket number via the private message I sent earlier? Having the ticket number will allow me to locate your case more quickly and provide more targeted support.

I also kindly ask for your understanding that ticket handling times may vary depending on the complexity and volume of requests in the queue. We truly appreciate your patience while each case is being carefully reviewed.

Although you mentioned that billing is up to date, I would recommend double-checking the following in the Microsoft 365 Admin Center:

    1. Verify subscription status

    • Go to Admin Center > Billing > Your products
    • Ensure the subscription is active and healthy.

    2. Check user license assignment

    • Go to Admin Center > Users > Active users
    • Select the affected user.
    • Confirm that the correct license is assigned.

    3. Check if sign-in is blocked

    • Select the affected user.
    • Ensure Sign-in status is set to Allowed.
    • If it is blocked, switch it back to Allowed and ask the user to restart Outlook.

    4. Recreate the Outlook profile: Sometimes cached credentials can cause authentication conflicts. Rebuilding the profile can help resolve potential corruption.

    • Open Control Panel
    • Click Mail
    • Select Show Profiles
    • Create a new profile
    • Set it as the default profile
    • This will force Outlook to reauthenticate with fresh settings.

Detailed instructions can be found here: Create an Outlook profile

I hope these steps are helpful. Please let me know the ticket number and share any updates after trying the steps above so we can continue supporting you and resolve this as quickly as possible.

Thank you very much for your understanding and cooperation.

TenantAccessBlockedError indicates a problem with the Microsoft 365 billing account or tenant state that is blocking Exchange/Outlook, even if Word/Excel still work.

Because billing status and tenant state can only be checked and fixed by Microsoft or a partner, the next steps are:

    1. Verify billing account status
      • In the Microsoft 365 admin center (using an admin account), check the billing account and subscription status.
      • If the billing account is shown as blocked, follow the guidance to contact support to unblock it. When a billing account is blocked, actions like adding/transferring subscriptions are restricted and, if no action is taken, subscription suspension and tenant deauthorization can follow.
    2. Contact Microsoft support specifically for a blocked billing account
      • If the subscription was bought directly from Microsoft, contact Microsoft Support via the admin center or the support channels documented for billing accounts and clearly state that Outlook/Exchange is failing with TenantAccessBlockedError while billing appears up to date.
      • If the subscription is through a partner or enterprise agreement, contact the partner or account manager and ask them to open a support ticket for a blocked billing account / TenantAccessBlockedError.
    3. Act quickly to avoid escalation
      • If the billing account is blocked and no action is taken, Microsoft may suspend subscriptions, deauthorize the tenant, and eventually terminate the billing account, which permanently deletes associated data and resources. These steps can be avoided or reversed within the timeframes specified in Microsoft’s notifications by contacting support.

Until Microsoft or the partner clears the billing/tenant block on the backend, Outlook/Exchange will continue to be affected even if other apps still open.
