I cannot change my US credit card to Indonesian credit card because my billing entity in US?

HI, I got a small charge on my old azure account, it was previously created in US while I am there, and after I moved to Indonesia it still charge me.

All my US bank card etc is dead, and I can't add Indonesian card because the address (country) is locked to US.
