You cannot change the billing country (US → Indonesia) or use an Indonesian credit card on an Azure subscription that was originally created with a US billing account. This is by design due to tax, compliance, and billing regulations.
- Each Azure subscription is tied to a billing account + billing country at creation time.
- Payment methods must be issued in the same country/region as the billing account.
- Azure does not support changing the billing country of an existing billing account or subscription.
Because your subscription was created in the US, the portal locks the country to the US, which is why:
- Indonesian cards cannot be added
- Address country cannot be changed
Try below supported approach to stop charges and close the subscription:
Option 1: Clear the outstanding balance (US payment method required)
If there is a small unpaid charge:
- A US‑issued card (or valid US payment method) is required to clear it
- Only after the balance is cleared can the subscription be canceled in the portal

Option 2 (Most common in your case): Contact Azure Billing Support
If no US payment method exists anymore, this is the correct and supported path:
- Raise a Billing & Subscription support request
- Explain that:
- The subscription was created in the US
- All US payment methods are closed
- You’ve permanently moved to Indonesia
- You want the subscription closed and charges stopped
- You’ve permanently moved to Indonesia
- All US payment methods are closed
- The subscription was created in the US
Billing support is free for payment‑related issues ,They can manually assist with closure when payment methods cannot be updated

Azure does not allow changing the billing country or using a credit card issued in a different country for an existing subscription. When no valid payment method exists for the original billing country, the only supported resolution is to contact Azure Billing Support for assisted closure.
Azure Billing support request link: create a support request.
1.From the resource menu, in the Help section, select Support + Troubleshooting. In the Support + Troubleshooting pane on the right, type "Billing" in the search box, select Billing, and then click Next.
2.Select the subscription and click Next. You will be presented with some suggestions to resolve your issue. If none of these apply, please follow the steps below.
3.Scroll down and you will find an option to Contact Support. From there, select Create a support request.
4.Enter the problem description (Issue type - Billing, Subscription, Summary - Billing, Problem type - Assistance with Bill, Problem subtype - Help with a billing discrepancy)
5.If the solutions appear again, click on 'Return to support request'. Click Next, and you will then be able to create the billing support ticket.
