Need help with fixing a PC after using the: Windows key + CTRL + Shift + B- command made it stop sending power to peripherals.

This problem Is not happening to my own PC but someone I am trying to help. Upon using the aforementioned command, Windows Key + CTRL + Shift + B, The pc's monitor flashed purple while the tv it was connected to flashed black. The command was ran on windows 11 without the intended problem that the command was 'supposed' to resolve according to google even being present, that being a black screen. After this the pc was immediately hard restarted, and when it powered back up none of the peripherals received any power, but anything else such as a charger that was hooked into it did. Every basic unplugging of the peripherals, cutting off power, unhooking little chords in the pc itself, have all be attempted with zero results. What can be done to fix this?

Pc's Specs: Amd 5 9600x, AMD RX580 GPU, 32 GB patriot venom ddr5 ram, aqua elite v3 cpu cooler, Asrock A620AM-X wifi board, Asrock phantom gaming 850w PSU.

    That keyboard shortcut should just cause the graphics card to restart, it should not cause any lasting problem with the card and should not affect other peripherals.

    Disconnect the PC from mains electricity.

    Press and hold the power button on the case of your PC for 30 seconds.

    Wait 30 minutes

    Reconnect the power cable and start your PC, does it boot into Windows normally and are the peripherals working correctly?
