Hello, thank you for reaching out to Microsoft Q&A.

If you did not have 2FA active on the account, and the account was not deleted due to inactivity, you will need to try the Account Recovery Form: https://account.live.com/acsr

Remember to use a familiar device from which you've frequently accessed your Microsoft account, as well as a familiar location. Microsoft will review your responses and respond within 24 hours. If you are verified, instructions on how to log back into your account will be sent to you, and if you are not verified, you will need to submit the Account Recovery form again. You can do this up to 2 times every 24 hours.

Follow these steps to get the Outlook.com account unblocked and able to sign in:

    1. Use the Sign-in Helper to unblock the account
      • Go to the Sign-in Helper: Sign-in Helper.
      • Follow the prompts to sign in with the blocked Outlook.com/Microsoft account.
      • When asked, choose where to receive a security code (any phone that can receive SMS can be used; it does not have to be associated with the account).
      • Enter the security code and complete any password change steps if prompted.
    2. If the account is locked due to unusual or suspicious activity
      • When signing in, follow the on-screen instructions to have a security code sent to the configured email or phone.
      • After receiving the code, enter it to unlock the account as described in What happens if there's an unusual sign-in to your account.
      • If traveling or using a new device, try again from a usual device/location or a trusted device if one was set up.
    3. If the Microsoft account itself is locked
    4. If the Outlook.com account remains blocked or sign-in still fails
    5. If the account is blocked specifically for Outlook.com/Hotmail
    6. If none of the above works
      • Use the sign-in helper and recovery options again after waiting at least 24 hours without additional failed attempts, as repeated attempts can extend lockout periods (per the similar scenarios in the Q&A references).
      • For additional Outlook.com-specific support, see How to get Outlook.com support and the support/contact options in Unblock my Outlook.com account.
