IP Address Blocked by Azure for Resource

Our public IP address appears to have been blocked from accessing Azure Blob Storage endpoints. Port 443 connections to our storage accounts (productionoceanspraytms and tmsstaging, both in East US) are timing out completely from our network. DNS resolution succeeds but TCP connections fail with DestinationPortUnreachable. This likely occurred after a large AzCopy operation ran for approximately 12 hours. We have experienced this exact issue previously and it was resolved by Microsoft unblocking our IP. Our current public IP is: PII
