From your description, I understand that in Outlook for iOS, when you select your email address during setup, you get a generic "An error occurred" message and can’t finish signing in.

Just to confirm, is this email a @outlook.com/@hotmail.com account, or a non‑Microsoft provider (Gmail, Yahoo, ISP email)? And does the error happen only on iPhone, or also if you try to add the same account on another device? (This helps identify whether it’s account-side vs device/app-side.)

1, Ensure iOS Mail or Outlook app has Background App Refresh enabled in your iPhone's Settings:
