In Partner Center, the Submit for certification button is only enabled when all required sections for the submission type are complete and Partner Center detects no blocking validation issues. When everything appears “Completed” but submission still fails or does nothing, the most common causes and actions are:
- Re‑check required sections for the product type
For apps and games, all required pages must be fully completed before submission:
- For Windows apps (MSIX/EXE/MSI): complete Pricing and availability, Properties, Age ratings, Packages, Store listings, and any required Submission options such as Restricted capabilities if declared, then click Submit for certification from the Application overview page.
- For Xbox Managed games: ensure Store listings, Pricing and availability, Packages, and the Certification questionnaire (under Supplemental info → Certification) are complete, and any required files are uploaded under Supplemental info → Files before using the Certify workflow.
- For add‑ons: all pages (Store listings, Pricing and availability, Packages if applicable) must be complete; then submit from the add‑on Overview page using Certify.
If any required field is missing (for example, a Privacy Policy URL in Properties, or an age rating questionnaire not completed), the submission cannot proceed even if the page shows as complete at a glance.
- Verify special mandatory items
Depending on the product, confirm the following are set:
- Privacy Policy URL in the Properties module for games.
- Age Ratings / IARC questionnaire completed; for disc distribution, ensure IARC is overridden with the long‑form rating where required.
- For game packages, a valid Submission Validator log file uploaded for each package, with no failures.
- For apps, any Restricted capabilities declared must be justified in the submission options.
- Use the correct submission entry point
- For Windows apps: submit from the Application overview page using Submit for certification after all sections in the submission are marked complete.
- For Xbox Managed games and add‑ons: use the Certify option on the relevant module or product Overview page, not just saving individual pages.
- Check for Partner Center UI issues
If clicking Submit for certification does nothing or shows a generic error:
- Clear browser cache and cookies.
- Try InPrivate/Incognito mode.
- Try a different supported browser (for example, Microsoft Edge, Google Chrome, or Firefox).
- If the issue persists
After confirming all required sections are complete and trying the browser steps, contact Microsoft Partner Center or your Microsoft contacts (for Managed Creator/Xbox scenarios) with screenshots of:
- The overview page showing all sections as complete.
- Any error message or lack of response when clicking Submit for certification.
