If a Windows product key is used many times in a short space of time, that can sometimes cause the activation servers to block the key.
Try using the Troubleshoot method, select 'I changed my hardware', then select the previously activated device in the list to try to move the licence.

If that process is also unsuccessful, this forum is just a user to user forum, you will need to contact Microsoft Support directly, provide them with your product key and proof of purchase and they will be able to activate your Windows licence.
