To add some context that may help: The “daily email cap” message does not always mean the numeric limit was reached. For Outlook.com personal accounts, sending can also be temporarily limited based on account trust and recent activity signals. This means a restriction can appear even with very low sending volume, for example after changes in sign-in behavior, network location, or other activity the service flags as unusual.
In many cases, these restrictions are temporary and are lifted automatically once the account activity stabilizes. During this time, continuing to retry sending typically does not help and may prolong the restriction.
