Based on the event logs you provided, the issue is directly tied to the Microsoft-Windows-DHCPv6-Client. The Event ID 1003 with status code 1223 indicates that your network card is failing to negotiate an IPv6 address with your router, which causes the connection to hang and drop entirely. Furthermore, the netsh permission issues you experienced are common when registry keys lock down IPv4/IPv6 resets.
To resolve this, please follow these steps:
1. Disable IPv6 on your Network Adapter
- Press Win + R, type
ncpa.cpl, and hit Enter. - Right-click your Intel Wi-Fi adapter and select Properties.
- Scroll down the list, uncheck the box next to Internet Protocol Version 6 (TCP/IPv6).
- Click OK to save.
2. Disable Adapter Power Management
- Right-click the Start button and open Device Manager.
- Expand Network adapters, right-click your Intel Wi-Fi adapter, and select Properties.
- Go to the Power Management tab.
- Uncheck "Allow the computer to turn off this device to save power" and click OK. (Note: If this tab is missing due to Modern Standby, you can skip this step).
3. Use the GUI Network Reset
- Go to Settings > Network & internet > Advanced network settings > Network reset.
- Click Reset now and let the PC restart.
