- Confirm Partner Center developer account status
- A valid Partner Center developer account is required to submit apps. If the account has not completed verification or has failed employment verification, app submission will not work correctly.
- If there is any indication the account is not fully verified, contact Partner Center support from the support page and choose the problem type App submission and certification and category Submitting an app.
- Try a different browser/session
- Sign out of Partner Center completely.
- Clear browser cache and cookies, or use a private/incognito window.
- Try another supported browser.
- Then go to Partner Center again and open the Apps and games (Windows Apps & Games) dashboard to start the submission.
- Verify that the app submission flow is started correctly
- In Partner Center, from Dashboard overview or All apps, select the app or choose Create a new app to reserve a name.
- On the App overview page, select Start your submission. If this button or the Apps and games link still only refreshes the page, it confirms a portal-side issue that needs support intervention.
- Contact Microsoft support if the portal remains stuck
- If the dashboard continues to refresh with no progress after trying different browsers and sessions, raise a support ticket via the Windows developer support entry point so the Partner Center team can check the account and submission backend.
