From your description, I understand that you can only see email back to 2011, in Outlook.com, even though you never deleted anything.

Just to confirm, did you ever use classic Outlook (or another email app) set up as POP on a computer around 2011? Microsoft notes POP often removes mail from the server after downloading, which would explain exactly why webmail only shows mail up to a certain year. 1, First, confirm the older mail isn’t just in another folder
- Sign in to Outlook on the web
- Double-check all folders (Inbox, Junk Email, Deleted Items, Archive, any custom folders you may have created years ago), ensure your inbox filter is set to All (not “Unread” or another filter).
- Check Focused / Other tab (if Focused Inbox is enabled), emails may land in Other. You can also temporarily turn Focused Inbox off to test.
2, The older mail may not be on the server anymore (most common with POP)
If you used a desktop email program years ago (like classic Outlook) configured as POP, POP typically downloads mail to the computer and then deletes it from the email service. Microsoft explains that with POP, after messages are downloaded, they may no longer be available from webmail or other devices. In that case, Outlook.com can’t show or restore mail that isn’t stored on the server anymore, the only place it may still exist is the local Outlook data file (PST) on the old computer or in a backup.
3, About recovery tools
Outlook has options to recover recently deleted items (Deleted Items / "Recover items deleted from this folder"), but that’s typically useful for recent deletions, not for emails missing since 2011, those recovery windows are limited.
