    Hi Daniel Stanko,

Welcome to the Microsoft Q&A forum.

I understand how frustrating it can be to see an account creation block appear repeatedly, especially when you are just trying to get started.

I noticed there is already a Q&A Assist response above that outlines the common causes and initial steps. If you have not had a chance to try those yet, please let me know.

To add some context, this type of message usually appears when the sign-up attempt is automatically flagged by risk-detection systems, rather than due to an issue with the email address itself. In these cases, repeated retries from the same device, network, or browser often continue to trigger the block, even if the information entered is correct.

If the account was never fully created, standard account recovery or unlock tools may not apply. The most effective approach is usually to stop retrying for a while and later attempt sign-up from a clearly different environment (for example, a different network and device), rather than continuing from the same setup.

I hope this helps clarify what is happening and why the earlier steps are recommended. Please feel free to share whether you were able to try them or if the message still appears afterward.

Account creation is being blocked because Microsoft has detected suspicious or potentially risky activity related to the sign-up attempts. Microsoft automatically assesses the trustworthiness of each sign-up and can temporarily block new accounts when something looks unusual.

    To resolve this:

    1. Try a different verification method
      • If using a phone number for verification, try an alternate method if offered (for example, an alternate email) as described under “Try another method.”
    2. Try a different network or device
      • Switch between Wi‑Fi and mobile data, or use a different Wi‑Fi network.
      • If possible, try creating the account from a different device and browser.
    3. Wait before retrying
      • Repeated attempts can extend or worsen the block.
      • Wait at least 24 hours without further attempts; if it still fails, wait longer (up to about a week) before trying again.
    4. Use the Sign-in Helper if an account was partially created
      • If the process got far enough that an Outlook.com/Microsoft account exists but is blocked, use the Sign-in Helper to troubleshoot and unblock it.

If, after waiting and trying a different network and method, creation is still blocked, the automated systems may be preventing new sign-ups from that environment due to risk signals, and additional attempts from the same conditions are likely to keep failing.
