To help narrow down the issue:
- Did you finish the Windows setup using a Microsoft account?
- When you open Microsoft Store, do you see the offer under Library or Included with this device?
- Did you see any Microsoft 365 trial or activation screen during the initial setup at all?
You can also try this quick check:
- Open Microsoft Store
- Click Library (bottom left)
- Look for "Included with device" or a Microsoft 365 offer
HP devices sometimes show the offer there instead of during setup.
