My account was locked 2 months ago due to repeated failed sign-on attempts ( presumably hacking attempts )

I have tried several times via the online recovery form to reset/recover the account but get automatically failed so I am unsure which part it is unhappy with. ( i did move to Spain a year ago so maybe the change of country is the reason ).

Is their a way to get manual human intervention to assist with the recovery?
