I can't add folders to my quick access in explorer. I've tried the 3 DOS commands and clearing cache. That hasn't helped.

First, Quick Access relies on a hidden cache and permissions in the user profile. Since you’ve already tried clearing the cache and running commands, the next step is to check whether your user profile has the correct permissions. Sometimes, corruption in the automaticDestinations-ms files can block new folders from being pinned. Deleting those files from the AppData\Roaming\Microsoft\Windows\Recent\AutomaticDestinations folder and restarting Explorer often resolves the issue.
Another thing to confirm is that you’re not in a restricted environment, Group Policy or registry settings can disable pinning to Quick Access. If this is a work device, your IT administrator may have enforced such policies. On personal devices, you can check by opening Local Group Policy Editor and ensuring “Do not allow pinning items in Quick Access” is not enabled.
If the issue persists, try creating a new Windows user profile temporarily. If Quick Access works there, it confirms the original profile is corrupted and may need repair. Also, make sure you’re running the latest cumulative updates for Windows 11, as Explorer fixes are often included.

In File Explorer, Quick access only accepts folders that Windows can access and that are not blocked by privacy settings. Use these checks and steps:
C:\Users\<user>\Documents.If none of the above works for any folder (including simple local folders), the issue is likely outside the behaviors covered here and may require additional system‑level troubleshooting.
