The automatic backup to the cloud is a disaster. MS drags them up and then deletes them from my PC. Examples:

MS deleted my ENTIRE outlook address book. Fortunately I had a mostly complete list on a Win-7 PC. Why does MS do this? No one knows and MS is no help recovering things.
Just today, MS deleted an Excel file used as a database that I have been building for 11 years. It's not anywhere even in OneDrives Trashcan. Why? Microsoft people just like f***ing with folks, I guess. I've been toying with going to Apple. Maybe now is the time.

I dare anyone in MS to actually post a helpful answer/solution rather than one of those COMPLETELY UNHELPFUL automatic replies,

Hello Joshua, I couldn't imagine myself into your situation (11 years working on a file & got disappeared!!!) that' bad.

Good Old Windows 7: I missed it so much + windows XP

Okay! as far as my experience ... nothing happened on it's own (there must be a root cause)
Finding that root cause may be difficult and require a lot of investigation (however, it worth)

Note: I am not robot or AI :D I am just a tech guy who wants to assist :D

Regarding #Excel_File

Try: The "Second-Stage" Recycle Bin

OneDrive Restore: Settings > Options > Restore your OneDrive.
"note: backup your current files as this will go back to an older time point (+30 days)

Check this folder path from your Windows

Open File Explorer
C:
Users Folder
Open your current user folder
from there you may find duplicate folders like (OneDrive - Desktop & Desktop)
you can use windows Search to search for your files

-if you typed a star (*) then the file extension (i assume it's xlsx or xls file formate)

Check the AppData Folder

%AppData%\Microsoft\Excel\

OR
Open Excel Program >> File >> Info

May be check for Recent Files

OR
run this command

The file must be there (locally or in the cloud)

If you search the file locally and in the cloud restore options, and no luck
{
you may consider File Recovery Softwares to check it out if it's got deleted
}

#Outlook_Contacts

If the account is IMAP, contacts are stored "In this computer only." If the profile corrupted or the OST file was recreated, those local-only contacts are gone unless backed up.

So it's recommended for you to back it up or upload it in the outlook cloud/online (https://outlook.live.com/people/)
Backup Option: (File > Open & Export > Import/Export > Export to a file > Outlook Data File (.pst). Select only the Contacts folder // you can import it then on any new PC.

Note: if you are using now (New Outlook) app try switch back to the old classic outlook version
