how to resolve a 1603 install error for quickbooks

quickbooks says this is a windows installer error? How can this be resolved?

    1. Install Microsoft Visual C++ Redistributables

    1. 2. Reset .NET Framework

      1. Open Windows Features (search "Turn Windows features on or off" in the Start menu).
      2. Uncheck any folder labeled .NET.
      3. Restart your machine.
      4. After the restart, go back to Windows Features and re-check those boxes to reinstall them.
