Locked out of account and microsoft is not sending me code to get in, no contact to talk to a person so I have to do this and ask on here

I have been locked out of my account due to microsoft trying to verifying my account but will not send me a text with a code to my #. After many attempts I was locked out. The last 2 digits are my # and I have entered them correctly. I do not understand how else to get into it. Perhaps their system is messed up or made a mistake. I have no number to contact them. I should just try to call random microsoft #'s to get a actual person as this is getting ridiculous.
